How to update multiple languages ROM for Xiaomi Mobile Phone
Method 1. The upgrade method
Flashing full MIUI ROM pack on the phone (This part applies to all the xiaomi phone models.). Download necessary files to prepare for flashing MIUI ROM
Note: Flashing a newer version of MIUI ROM doesn’t need to wipe data, but flashing an older one does.
STEP 1
Download the multilingual MIUIROM. If you have downloaded the latest installation pack, there is no need to download it again.
STEP 2
Connect your phone to the computer, and put the ROM file to the folder downloaded_rom in the SD card. Open Updater on the launcher, press the Menubutton – Select installation file. STEP 3

Method 2. Updating zip file in Recovery
Please make sure that your phone has enough power.
STEP 1:
Download the multilingual MIUI ROM. Operate on the computer, rename the zip file as update.zip, and copy it to the root directory of the SD card. The update.zip copied from SD card to internal storage
STEP 2:
Enter Updater, press the Menu button, and select Reboot to recovery mode. Another way to enter recovery mode: turn off the phone, press the Volume+ key and the Power button at the same time, wait until the screen wakes.
STEP 3:

Jan 2016 - Cloudfone, most well-known smart phone and tablet manufacturer in Philippines, has held a product launching press conference in Manila and announced that latest cloudfone smart phone based on SoFIA 3G-R cooperatively developed by Rockchip and Intel, is put into mass production and will distribute worldwide recently.
Cloudfone smart phone adopt SoFIA 3G-R(X3-C3230RK), Quad-core processor; 5 inch with resolution of 1280*720; 1GB+8GB and 2GB+16GB memory specs , support GSM/GPRS/EDGE 850/900/1800MHz/1900MHz and WCDMA 2100(1900)/900(850)MHz. Front and rear camera pixels are 2 million pixels and 8 million pixels, respectively; the standard configuration is Bluetooth 4.0/WiFiGPS/FM/G-sensor etc.; the system is Android 5.1 Lollipop. cloudfone smart phone special edition is cooperative with most popular movie Star Wars and Disney. It will launch authorized accessories at the same time.

The sensitivity, stability and covering power of spectrum and signal are much better than similar products.
“With high stability and integration ability, SoFIA 3G-R ?X3-C3230RK?is mature and conductive to middle-end 3G products. “ Rockchip senior VP Feng Chen said in the interview, “With gradually improvement of market share of Rockchip communication solution in Philippines, we will have more input in technology and product development and provide more services and support to smart phone manufacturers and brands in Philippines
Philippines have become Southeast Asias third-largest smart phone sales market. According to the data released by IDC in 2015, the shipment of smart phone in Philippines has reached 12.4 million last year, only behind Indonesia (25 million) and Thailand (16.5 million) in Southeast Asia.
The analysts said that Rockchip and local manufacturers in Philippines have achieved win-win cooperation. Taking advantages of SoFIA 3G-R (X3-C3230RK) and integrated supply chain solution of Rockchip in China, cloudfone will rapidly extend its market share in Philippines. How To Root Access And Full Jailbreak Nokia/ Microsoft Lumia Working Software Released
I am proud to announce the immediate availability of Windows Phone Internals 1.0. This tool allows you to unlock the bootloader of selected Lumia Windows Phone models. After unlocking the bootloader, you can enable Root Access on the phone or create and flash Custom ROMs. I created two videos to demonstrate the features of the tool.
Root Access allows you to load your own homebrew software onto the phone with high privileges. Apps can escape from their sandboxes. The tool can also create backup-images of the phone and access the file-system in Mass Storage mode. The tool supports most versions of Windows Phone 8.1 and Windows 10 Mobile. For a complete list of supported phones and Operating Systems have a look at the Getting Started section of the tool.
The download package also contains an SDK, which helps you to easily access the filesystem and registry on the phone from your own homebrew app.

ANSWER: NO
This is JAILBREAK + TOTAL ROOT ACCESS... Just like iOS or Android, Jailbreak or ROOT ACCESS does not Sim UNLOCK the Phone.

Making a sim unlock solution via FLASH PATCHING is easier than Protecting the Solution against wide eyed copy-pasters.
We have been working on it since 2013, but decided it was too easy to copy paste. So there is no point of releasing if the hard work will not pay for itself.
